South Graylyn Crest – Annual Fall Festival!

This year’s festival will be held on October 21, 2017 from 1 pm to 4 pm (rain date Oct 22nd). 👻👻
 
There will be games, prizes, a moon bounce, face painting, free food, and a costume contest 0 – 12. The costume contest will have judging for ages 0-3, 4-6, 7-9, and 10-12.

Bridge Maintenance Will Require Nighttime Lane Closures on I-95 NB

WHEN:  8 p.m. until 6 a.m. beginning on Monday, June 26 and ending on Friday, June 30, pending weather.

WHERE:  I-95 Northbound (Bridge over Silverside Road) between Marsh Road and Harvey Road, Wilmington.

WHAT:  The Delaware Department of Transportation’s (DelDOT) contractor Eastern Highway Specialists will be performing bridge deck  and joint repairs. The right lane or the left lane may be closed. At all times, one lane will remain open to motorists.

Motorists should be aware that construction personnel and equipment will be operating in close proximity to the travel lanes and anticipate lane shifts.

The cold weather with frigid temperatures has some residents leaving their cars unattended while warming. County Police warn all residents to never leave their cars unattended as this is an easy target for would be “Warm-up Thieves.”

Police have responded to seven (7) stolen cars since Sunday with each victim reporting they left their cars warming while inside their home.

Residents are reminded that they could be fined for leaving their cars unattended according to Delaware state law, but we want to offer a few tips to stop “Warm-up Thieves.”

Carry your car keys wherever you go, never leave them in the ignition, even if you leave for only a few seconds.

Sit inside your car while it defrosts, and never let it defrost unattended. The best method to defrost your car is to start your engine, turn on the defrost and then let the engine warm while you clear away any snow or ice.

Lock and secure your vehicle when exiting it.

Gliding through rolling hills, farms and forests, large and small towns, the Brandywine, White Clay, and Red Clay Creeks, and Christina River constitute the watershed of the Christina River Basin, before continuing into the Delaware River. This watershed provides more than 75% of the water supply for residents and businesses in New Castle County, Delaware.

The Christina River Watershed Cleanup’s mission has always been the removal of man-made debris from within this beautiful watershed, while raising public awareness for pollution prevention. Since the Cleanup began in 1992, more than 360 tons of tires, appliances, household items, and other trash have been cleared from within the watershed.

Join hundreds of volunteers and help clean the single most important natural resource in our region! A solid effort is needed each year to keep each of these waterways as free from debris as possible while also improving wildlife habitat.

Do you have a few hours to spend along Naamans Creek in northern Delaware? How about you and your coworkers volunteering near I-95 within Churchman’s Marsh? What about a little time working near White Clay Creek, in Delaware or Pennsylvania?

DuPont sells hotel to Buccini/Pollin; country club for sale

DuPont has sold its hotel business to Wilmington-based developer Buccini/Pollin and, separately, has formally listed the DuPont Country Club for sale.

Separately, DuPont announced it will begin the process to sell the DuPont Country Club at 1001 Rockland Road in Brandywine Hundred. The company has not yet hired a broker, but a source familiar with the offering said a sale will be contingent upon the new owner continuing to operate the property as a country club and make an investment in the property.

Residents of Brandywine Hundred feared the 525-acre site would be redeveloped as a residential development after it was revealed Woodlawn Trustees Inc., a Wilmington company whose mission is to preserve land along The Brandywine, released deed restrictions that once prohibited the club’s development in 2008. Replacement of BridgeWill Require a Portion of Carr Road to be Closed

Beginning Monday, February 27

Wilmington: The Department of Transportation (DelDOT) advises motorists that their contractor, Eastern Highway Specialists Inc. will be closing Carr Road between Washington Street Extension and Marsh Road for the rehabilitation of the bridge over Shellpot Creek. The work is scheduled to begin on Monday, February 27 and is anticipated to be complete by mid-June, pending weather.

This project will involve the replacement of the superstructure with steel beams with a concrete deck and hot-mix overlay on stone abutments. Additional work includes minor reconstruction of the roadway approaches, repointing existing stone abutments and wingwalls, and the replacement of the guardrail.

Detour Routes:

Northbound: Motorists will take Washington Street onto Marsh Road and make a left on Marsh Road to return to Carr Road.

Southbound: Motorists will make a left on Carr Road to Marsh Road, make a right on Marsh Road onto Washington Street, and make a right on Washington Street and back to Carr Road.

Variable message signs (VMS) will advise motorists in advance of the upcoming closure and detour signage will be placed.

Lane Closures on Marsh Road Thursday

Wilmington: The Department of Transportation (DelDOT) announces that their contractor Greggo & Ferrara, Inc. will be hot-mix patching at the following time and place:

8 a.m. until 4 p.m. on Thursday, January 12, at Marsh Road between Crest Road and Wilson Road/Veale Road.

Single lane closures will occur with flaggers on-site to direct motorists. Motorists should be aware that construction personnel and equipment will be operating in close proximity to the travel lanes and anticipate lane shifts.

NEW CASTLE COUNTY COUNCIL  LAND USE COMMITTEE MEETING

Dear community leaders and friends,

 

Please share this important information with your neighbors and friends. 

 

I am notifying you of your opportunity to attend and speak at the May 6 County Council Land Use Committee meeting to discuss questions and concerns surrounding the redevelopment of the Concord Plaza.   Below is a summary of the Concord Plaza project recently provided by the applicant’s attorney, Larry Tarabicos.

 

“The Buccini-Pollin Group intends to partially redevelop the Concord Plaza office complex on Silverside Road into a fully-integrated, pedestrian friendly, diverse, and contemporary  mixed-use village.  The Plan would convert approximately 185,000 square feet of existing, decades-old office space into: (1) 341 apartments; (2) 37,578 square feet of retail space; and (3) a state-of-the-art 60,000 square foot signature office building.  The overall project involves demolishing eight of the existing buildings and replacing them with luxury apartments, including numerous amenities for the residents, atop specialty retail, restaurants, cafes.  Approximately 359,500 square feet of existing office buildings will remain, and the property will retain its Office Regional (OR) zoning category, as the proposed partial redevelopment is consistent with the existing zoning.  Between the many amenities, services, and pedestrian enhancements, the project represents a very positive change for the residents and employees of this community.”

 

Please note that County Council may consider and vote upon this Major Record Plan as soon as our December 13 County Council Business Meeting, if all the application is deemed ready to proceed by our County Land Use Department.

 

Alternatively, it is anticipated that the Concord Plaza Major Record Plan will be considered and voted upon by New Castle County Council at our regular Business Meeting on the evening of January 10, 2017.  

 

It is also important to note that this plan is a “MAJOR RECORD PLAN” and not a rezoning.    There is a major difference between a major record plan and a rezoning with a major record plan.  If a major plan is in general compliance with the standards of the Unified Development Code, those plans may advance to the Planning Board public hearing.  A major record plan submission will afford public comment along the application process.  However, if the plan is code compliant, then Council is required by code to provide approval of the plan. (UDC 40.31.100)

 

For major plans with rezonings where the Department finds the exploratory plan to be in general compliance with the standards of the UDC, those plans may advance to the Planning Board public hearing process and then to Council for hearing before the Land Use Committee and then the Regular meeting of Council.  Council can reject the plan with due cause. (UDC 40.31.114.G)

 

  • D.  Council consent.
  1.  For major plans, the record plan shall be forwarded to County Council for its consent. Upon receipt of the plan, County Council shall schedule the matter for its next public hearing, and may take one (1) of the following actions:
  2. Adopt a resolution approving the record major plan; or
  3. Table and refer the plan back to the Department, no more than twice, with specific questions relating to technical compliance with this Chapter, State or federal constitutional requirements or any other statute or ordinance for which compliance is required. Upon receipt of a Department recommendation reaffirming approval of the plan, County Council shall adopt the resolution of approval, unless a second referral is made because of additional questions or concerns. Upon receipt of the Department’s recommendation reaffirming approval of the plan after review of any additional concerns raised by County Council, Council shall adopt the resolution of approval.

 

  1. County Council may use any one (1) or more of the above options subject to the limitations contained in each subparagraph.
  2. Action upon receipt of County Council referral. Upon receipt of specific questions from County Council, the Department shall respond with its findings and a recommendation. The recommendation shall be one (1) of the following:
  3. That the plan be approved, in which case County Council shall adopt the resolution of plan approval at its next scheduled meeting unless a second referral is made, in which case Council shall adopt the resolution of plan approval at its next scheduled meeting following the second approval.
  4. That the Department has rescinded its previous approval of the plan for noncompliance, in which case County Council shall withdraw the resolution of planapproval.   (Ord. No. 09-066, § 18, 10-13-2009; Ord. No. 10-113, § 1(Exh. A), 1-18-2011)
